Delegate Information

To all Delegates: Harvard Style Flow of Debate

  1. A motion should be made to open the general speaker’s list.

  2. A motion should be made to set the topic

  3. A secondary speakers’ list will be established. The committee will move into debate through the secondary speakers’ list, moderated, and unmoderated caucuses.

  4. A motion will be made to present all working papers, followed by a Q&A session for each working paper.

  5. The committee will move into debate through the secondary speakers’ list, moderated, and unmoderated caucuses.

  6. A motion will be made to present all draft resolutions, followed by a Q&A session for each draft resolution.

  7. The committee will move into debate, primarily for the amendment process.

  8. A motion will be made to close debate and enter voting procedure.

  9. When debate is closed, motions will be made to vote on each draft resolution.

  10. After all all draft resolutions have been voted on, the committee will move back to the general speaker’s list and begin debate for a second topic.
